Kids Playroom Fit-Out, AHU Room modification & associated MEP Works-

Grandeur Residence

Project Title

Modification and Fit-Out works to create a Kids Playroom in the existing AHU Room, separation of the AHU services, construction, Fire & Safety, Electrical, HVAC, CCTV, Data and Authority Approvals -at Grandeur Residence- Palm Jumeirah- Dubai  


1. Introduction

The Management invites qualified and specialist contractors to submit their proposal for the renovation and fit-out works for the Kids Playroom and associated AHU room modifications. The contractor shall provide complete design coordination, supply, installation, testing, commissioning, authority approvals and handover of all systems in accordance with applicable UAE regulations and authority requirements.

However, a drawing with the approximate dimensions is attached for reference. It is mandatory for the bidder to conduct a site survey before quoting. FM team is available onsite in case more information is required.

The contractor may propose modifications or alternative technical solutions based on specialist recommendations, provided that such changes receive prior approval from Management and relevant authorities.


2. Project Objective

The objective of this project is to:

·      Construct an In-door Kids Playroom facility.

·      Improve functionality, safety, and aesthetics.

·      Ensure compliance with DCD, DEWA, DM, and SIRA requirements.

·      Provide proper acoustic treatment and fire-rated separations.

·      Modify existing HVAC, electrical, CCTV and firefighting systems.

·      Deliver a modern, immersive, child-friendly environment.


3. Contractor Scope of Work

The contractor shall include all materials, labour, supervision, tools, consumables, transportation, testing equipment, authority coordination and all associated works required for complete execution of the project.

 

3.1 Demolition & Removal Works

The contractor shall carry out the following demolition and dismantling works:

·      Dismantling and removal of existing gypsum partition wall (indicated in the drawing) of meeting rooms.

·      Removal of two (2) existing wooden doors for re-use.

·      Disposal of debris in accordance with local regulations.

·      Cleaning of work area after completion.


3.2 Civil Construction & Architectural Works

The contractor shall carry out all civil and architectural works including but not limited to:

Block Wall Construction

·      Construction of new concrete block partition walls up to ceiling height for AHU Room as per approved layout.

·      All blockworks shall be properly plastered, aligned and finished.

·      Provide necessary reinforcement, plastering, painting, supports to install a reuse door.

Acoustic & Noise Proofing

·      Provide complete acoustic treatment and noise-proofing solution for AHU Room walls to avoid disturbance to children in play area.

·      Provide additional soundproofing treatment to walls inside Kids Playroom to minimize noise transmission to neighbouring apartments.

·      Acoustic proposal and material specifications shall be submitted for management approval.

Door Installation Works

·      Installation of one (1) reused door into newly constructed concrete wall including frame modifications, ironmongery, adjustments, locking and polishing works.

Fire Rated Glass Installation

·       Supply and installation of one (1) transparent fire-rated window for Play Station Room.

o   Approximate Size: 100 cm × 190 cm.

  • Supply and installation of one (1) transparent fire-rated glass main door for Kids Playroom which will be for main entrance and AHU room connectivity.

o   Approximate Size: 100 cm × 215 cm.

  • Fire-rated assemblies shall comply with UAE Civil Defence requirements.

 

 

Ceiling Cloud Works

·      Fabrication and installation of gypsum ceiling cloud features wherever required to conceal exposed pipes and services. Pre-fab or fabricated on site.

·      Approximate Quantity: 8 to 10 Nos (depending upon the coverage area).

·      Contractor shall coordinate final layout and dimensions, co-ordinate with consultant for aesthetics at site.


3.3 HVAC Works

The contractor shall carry out all HVAC modifications required for the new layout.

Ductwork Modifications

·      Extension/modification of conditioned air supply and return air ducts from nearest connection point to Kids Playrooms.

·      Provide all necessary insulated ducts, dampers, supports, hangers, access doors, grills, diffusers and accessories.

AHU Related Works

·      Coordinate AHU room construction with existing HVAC system.

·      Ensure accessibility for maintenance and servicing.

·      Ensure adequate ventilation and airflow.

Testing & Balancing

·      Carry out complete testing, balancing, and commissioning of HVAC systems.

·      Submit air balancing reports.


3.4 Fire Fighting & Fire Alarm System Modifications

The contractor shall modify existing fire and life safety systems in accordance with DCD regulations.

Fire Fighting System

·      Relocation and modification of existing firefighting systems to suit revised layout.

·      Replacement/relocation of sprinkler heads and associated pipework.

·      Supply and installation of additional piping and fittings wherever required.

·      Pressure testing and flushing of modified piping system.

·      Complete testing and commissioning.

Fire Alarm System

·      Relocation/modification of existing fire alarm devices.

·      Supply and installation of additional devices wherever required.

·      Integration with existing building fire alarm system.

·      Cause & effect testing and commissioning.

 

Emergency & Exit Lighting

·      Supply and installation of self-contained emergency lights as per DCD requirement.

·      Supply and installation of illuminated exit signs as per DCD requirement.

Fire Extinguishers

·      Supply and installation of CO2 fire extinguishers.

·      Supply and installation of 6 KG DCP fire extinguishers.

·      Provide extinguisher mounting brackets and signage.


3.5 Electrical & Lighting Works

The contractor shall carry out all electrical modifications and associated works.

Lighting Works

·      Supply and installation of decorative/elegant hanging LED lighting fixtures for Kids Playrooms based on the approval of the client representative.

·      Relocation of existing tube lights to AHU Room ensuring adequate illumination levels.

·      All lighting fixtures shall be energy efficient LED type.

Power & Data Works

·      Supply and installation of six (6) power outlets.

·      Supply and installation of six (6) data points for Smart TVs and CCTV systems.

·      Concealed conduits and cabling shall be provided.

Electrical Modifications

·      Relocation of existing data cabinet to AHU Room in a suitable position.

·      Reconnection and termination of all associated wiring.

·      Cable tray shifting/modification towards DB.

·      All electrical works shall comply with DEWA regulations.

Testing & Commissioning

·      Insulation resistance testing.

·      Functional testing of all circuits.

·      Final commissioning and handover.


3.6 Painting & Finishing Works

The contractor shall carry out all finishing works including:

Ceiling Painting

·       Oil-based ceiling painting in Kids Playrooms with matt black/blue finish.

·       Painting shall include:

o   Exposed overhead pipelines

o   AC units

o   Junction boxes

o   Cable trays

o   Supports and accessories

Wall Painting

·      Preparation and painting of all walls.

·      Surface preparation shall include putty, sanding, primer, and final coats.

Signages

·      Fabrication and installation of two (2) signages.

·      Contractor to submit design proposals for approval.


3.7 CCTV & Security System Works

The contractor shall provide complete CCTV system modifications and additions.

CCTV Installation

·      Supply and installation of additional CCTV cameras qty 4 nos in Kids Playrooms as per SIRA regulations.

·      Provide all required conduits, cabling, supports, and accessories.

System Integration

·      Integrate the newly installed CCTV system with existing building central CCTV control room.

·      If integration is not feasible, contractor shall provide complete standalone CCTV system as per SIRA requirement.

Drawings & Approvals

·      Provide SVG drawings and technical submissions if required by SIRA.

·      Coordinate inspection and approvals.

Testing & Commissioning

·      Conduct coverage verification.

·      Test recording functionality.

·      Submit commissioning reports.


3.8 Drawings, Documentation & Authority Approvals

The contractor shall prepare and obtain all necessary approvals and documentation.

Drawings

  • Prepare updated as-built CAD drawings reflecting all modifications.
  • Submit shop drawings, coordinated layouts, and technical submittals.

Authority Approvals

The contractor shall obtain all required approvals, NOCs including but not limited to:

·      Dubai Civil Defence (DCD)

·      Dubai Municipality (DM) / Nakheel

·      DEWA

·      SIRA

·      Any other authority as required

Fees & Deposits

  • Contractor shall include all authority approval fees, submission fees, security deposits, and associated costs.
  • The amount should be indicated as actuals.

4. Contractor Responsibilities

The contractor shall:

·      Visit site before submission.

·      Verify all dimensions and existing conditions.

·      Protect existing finishes and services.

·      Ensure safe working practices.

·      Provide qualified supervision.

·      Maintain housekeeping throughout project duration.

·      Coordinate authority inspections.

·      Provide warranties and guarantees.

·      Submit operation manuals and testing reports.


5. Material Requirements

·      All materials shall be new and approved.

·      Fire-rated materials shall comply with UAE Civil Defence requirements.

·      Acoustic materials shall comply with approved sound attenuation standards.

·      Contractor shall submit material samples and technical datasheets for approval prior to installation.


6. Testing & Commissioning

The contractor shall perform complete testing and commissioning for all systems including:

·      HVAC systems

·      Electrical systems

·      Fire alarm systems

·      Firefighting systems

·      CCTV systems

·      Emergency lighting systems

All reports shall be submitted prior to handover.


7. Handover Requirements

The contractor shall provide the following during final handover:

·      Approved as-built drawings

·      Testing & commissioning reports

·      Warranty certificates

·      Operation & maintenance manuals

·      Authority approvals and completion certificates


8. Defects Liability Period

The contractor shall provide a minimum Defects Liability Period (DLP) of twelve (12) months for material and workmanship from project handover date.


9. Proposal Submission Requirements

The contractor proposal shall include:

·      Company profile

·      Trade licenses and certifications

·      Similar project references

·      Technical proposal

·      Detailed commercial proposal

·      Project schedule/program

·      List of exclusions

·      Compliance statement

·      Warranty details


10. Commercial Submission Format

The contractor shall submit detailed pricing including but not limited to:

·      Demolition works

·      Civil & architectural modifications

·      Acoustic treatment requirements

·      HVAC modifications

·      Fire & life safety systems

·      Electrical & lighting works

·      CCTV & SIRA compliance

·      Painting & finishing

·      Authority approvals (DCD, DEWA, DM, SIRA)

·      Testing & commissioning

·      Handover requirements

·      Commercial BOQ format

 

Terms & Condition

 
No Subcontracting: In accordance to Jointly Owned Property Law No.6,2019, Notwithstanding anything in this Agreement, the vendor/contractor may not use any subcontractor to perform any of his obligations under this work order. Unless: 
 
(a) Vendor has obtained the prior written consent of Mansions CM to the use of the subcontractor, and 
 
(b) Vendor has entered into a separate written agreement with the subcontractor which requires the subcontractor to agree to and abide by all the terms and conditions of this Agreement. 
 
The Community shall be deemed to be a third-party beneficiary of any such agreement between the vendor and a permitted subcontractor. 
 
Notwithstanding the foregoing, the vendor shall not be relieved of any of its duties or obligations under this Agreement as a result of entering into a written agreement with a permitted subcontractor.
 
 


Payment will be done after work completion upon submitting the invoice along with work completion/service reports/warranty certificates.



NOTE TO VENDORS
As per the rules, all vendors supplying services in the Emirate of Dubai must have trade license issued by relevant authority in the Emirate of Dubai. 
Before you apply for any job in the Emirate of Dubai, please make sure to comply with regulatory requirements. 
Failure to do so can result in stoppage of funds through Escrow Account.
Mansions CM, bears no liability towards any payment that is withheld by the Escrow Operator.


1)      The contractor/service provider must have and maintain a valid and appropriate license in the Emirate of Dubai in order to provide the services under the scope of work of this agreement.

2)      NO sub-contracting shall be permitted under this agreement.

3)      The contractor/service provider warrants and guarantees that there is no conflict of interest, nor the relationship between the company and/or any of its officers, the Owners Association Management, and/or any of the Board/Committee Members.

4)      The contractor/service provider undertakes that will not accept or have given any commission, any form of inducement, bribe, kickback, offering, or anything of value to the Developer or other party involved in the award of this Management agreement for its duration for purposes connected with this agreement and which gives rise to, or is likely to give rise to, a material conflict of interest between the Managing Agent and the Owners Association.

The agreement may be terminated by either party without any cause by giving the other party 1 month/30 days prior written notice thereof.
