Supply, Install, Testing, and Commissioning of 165 BTU and One meter for Main raiser
- Objective
To supply, install, test, and commission 165 BTU
meters and One Bulk meter in main riser line in accordance with relevant standards and regulatory requirements. The
objective is to ensure accurate monitoring of chilled water energy consumption
in individual units and/or common areas for billing and operational efficiency.
2. Scope of Work
2.1 Supply and Delivery
- Supply
of 165 BTU meters (preferably ultrasonic type with MID certification).
- Supply
of all associated components including:
- In-line
flow meters
- Matched
temperature sensors (supply and return)
- Data
communication modules (e.g., M-Bus/Modbus/BACnet)
- Isolation
valves (as required)
- Cabling, conduits, junction boxes, mounting hardware, and with PC
- Transportation
and delivery of all materials to the site.
2.2 Site Survey and Planning
- Conduct
a detailed site inspection and technical assessment of all installation
locations.
- Coordinate
with the facility management team and confirm unit access for
installation.
- Verify
pipe sizes, flow direction, and installation feasibility at each unit.
2.3 Installation
- Mechanical
installation of BTU meters, including:
- Proper
positioning of temperature sensors on supply and return lines.
- Mechanical
pipe cutting and reconnection (if required).
- Proper
alignment, sealing, and insulation of all fittings.
- Electrical
installation and integration of communication modules.
- Labelling
of all meters and sensors with unit numbers and unique IDs.
2.4 Cabling and Communication
- Installation
of data cabling from each BTU meter to a central data collection point or
network gateway.
- Configuration
of communication interfaces (M-Bus/Modbus etc.).
- Connection
to Building Management System (BMS) or third-party billing platform (if
applicable).
2.5 Testing and Commissioning
- Functional
testing of each meter.
- Verification
of accurate flow and temperature readings.
- Leak
testing of all mechanical joints.
- System
commissioning with data validation and calibration records.
- Preparation
of test & commissioning reports for each meter.
2.6 Documentation and Training
- Submission
of:
- Manufacturer's
technical datasheets and calibration certificates.
- As-built
drawings with meter locations.
- Serial
number registry mapped to unit numbers.
- Installation
checklist and final commissioning report.
- On-site
training for maintenance and operations staff covering:
- Reading
and interpreting BTU meters
- Troubleshooting
common issues
- Routine
maintenance guidance
3. Warranty and Certificates
- All BTU
meters and accessories must come with a minimum warranty of 24 months
from the date of commissioning.
- Warranty
should cover manufacturing defects, calibration stability, and functional
reliability.
- Contractor
must provide:
- Warranty
certificates from the manufacturer.
- Calibration
certificates issued by certified laboratories.
- Certificate
of compliance with MID (Measuring Instruments Directive)
standards.
- Certificate
of installation and commissioning endorsed by a licensed engineer.4.
Insurance Requirements
- Contractor
shall provide proof of:
- Public
liability insurance covering any damage to property or injury to
individuals during execution of works.
- Workmen’s
compensation insurance for all personnel engaged in the installation.
- Professional
indemnity insurance covering design and installation errors (if
applicable).
- Copies
of valid insurance certificates must be submitted prior to commencement of
work.5. Project Duration
- Total
project duration: [Insert estimated duration, e.g., 30–45 working days]
from the date of site readiness.
- Detailed timeline to be submitted with the contractor’s proposal, including mobilization, installation phases, testing, and handover.
6. Exclusions
- Any
civil works beyond BTU meter installation (e.g., false ceiling
modifications, wall chasing, or repainting).
- Supply
of BMS/billing software (unless specified separately).
- Power
supply provisions beyond standard connectivity points.
7. Compliance and Safety
- All
work shall be carried out in accordance with local authority regulations
(e.g., DEWA, RSB, Dubai Municipality, etc.).
- All
personnel must comply with the building’s safety rules and procedures.
- Site
access must be coordinated with building management.

Terms & Condition
No Subcontracting: In accordance to Jointly Owned Property Law No.6,2019, Notwithstanding anything in this Agreement, the vendor/contractor may not use any subcontractor to perform any of his obligations under this work order. Unless:
(a) Vendor has obtained the prior written consent of SAGA to the use of the subcontractor, and
(b) Vendor has entered into a separate written agreement with the subcontractor which requires the subcontractor to agree to and abide by all the terms and conditions of this Agreement.
The Community shall be deemed to be a third-party beneficiary of any such agreement between the vendor and a permitted subcontractor.
Notwithstanding the foregoing, the vendor shall not be relieved of any of its duties or obligations under this Agreement as a result of entering into a written agreement with a permitted subcontractor.
