Third Party Inspection – FIRE FIGHTING SYSTEMS

1. General

The Third-Party Inspection Consultant (TPIC) shall carry out independent inspection, testing, witnessing, and certification of the Fire Fighting System to ensure full compliance with: (Annual)

• UAE Fire & Life Safety Code of Practice
• Relevant Civil Défense requirements (DCD)
• NFPA standards (NFPA 13, 14, 20, 25 – as applicable)
• Approved drawings and specifications

2. Scope of Services

2.1 Document Review

• Civil Défense–approved Fire Fighting drawings
• Hydraulic calculations
• Fire pump datasheets and curves
• Material submittals and certificates
• Method statements and ITPs

2.2 Site Inspection

• Fire water storage tanks (capacity, access, condition)
• Fire pump room layout and ventilation
• Electric fire pump installation
• Diesel fire pump installation
• Jockey pump installation
• Pump controllers and power supply arrangement
• Fuel tank, batteries, exhaust, and cooling for diesel pump
• Valves, pipe supports, labelling, and identification

2.3 Network & Equipment Inspection

• Wet riser / Dry riser systems
• Breeching inlets
• Landing valves and cabinets
• Fire hose reels
• Sprinkler piping and heads (if applicable)
• Pressure gauges, flow switches, and test valves

2.4 Testing & Commissioning Witness

• Hydrostatic pressure testing of piping
• Fire pump performance test
• Automatic pump start/stop sequence
• Pump changeover and failure simulation
• Flow and pressure test at farthest landing valve
• Hose reel operation test
• Diesel pump battery and fuel system test

2.5 Compliance Verification

• Verification against UAE Fire & Life Safety Code
• NFPA compliance confirmation
• Civil Défense inspection readiness
• Identification and reporting of non-conformances

2.6 Reports & Certification

• Detailed Third-Party Inspection Report
• NCR (Non-Conformance Report)
• NCR closure verification
• Final compliance letter / inspection certificate
• DCD Attested certificate

3. Duration

• Total inspection and certification duration:
  3 working days, subject to site readiness and testing schedule.

4. Contractor Responsibilities

• Provide access, manpower, and test equipment
• Arrange all testing activities
• Rectify deficiencies identified during inspection
