Fire Protection & Safety Systems  (2027 jan 01 to 2029 Dec 31)

1. Inspection & Preventive Maintenance

The contractor shall carry out routine inspection, preventive maintenance, and functional testing of all fire protection and safety systems to ensure operational readiness and compliance with DCD regulations.

1.1 Fire Alarm System

  • Visual inspection of all devices including smoke detectors, heat detectors, flame detectors, and manual call points.
  • Testing of sounders, horns, beacons, and alarm panels.
  • Verification of communication circuits, wiring, and panel functionality.
  • Ensuring fire alarm system integration with building management systems (BMS) where applicable.
  • Replacement of minor consumables such as batteries, fuses, and defective minor components during routine checks.

1.2 Fire Fighting Systems

  • Inspection and maintenance of all fire pumps (main, jockey, diesel/electric), controllers, and associated piping.
  • Visual inspection and functional testing of hydrants, hose reels, sprinklers, nozzles, valves, and fire extinguishers.
  • Checking pressure, flow rates, and water availability in compliance with DCD and NFPA standards.
  • Lubrication, adjustment, and preventive servicing of mechanical components.
  • Ensuring accessibility and proper signage for all firefighting equipment.

1.3 Emergency & Exit Lighting

  • Inspection of emergency and exit lights to verify correct illumination and operation.
  • Testing battery backup functionality and charging systems.
  • Replacement of faulty lamps, batteries, and fixtures.
  • Ensuring all emergency lights comply with illumination standards and placement regulations.

 

2. Corrective Maintenance

The contractor shall carry out corrective maintenance to restore systems to full operational functionality when defects are identified during inspections or reported by occupants.

  • Identify faulty or defective components in fire alarm, firefighting, or emergency lighting systems.
  • Repair or replace defective devices, wiring, control panels, pumps, valves, detectors, or suppression equipment.
  • Troubleshoot system malfunctions including false alarms, faulty circuits, or pump failures.
  • Conduct retesting to confirm that all systems are fully operational after repairs.

3. Fire Alarm System Services

  • Testing detectors (smoke, heat, flame), manual call points, alarm sounders, and control panels for functionality.
  • Verification of system communication circuits, wiring integrity, and panel configuration.
  • Ensuring alarm activation triggers associated systems (e.g., HVAC shutoff, elevator recall) as per design and DCD requirements.
  • Periodic software updates and configuration checks of control panels..

4. Fire Fighting System Services

  • Maintenance and testing of sprinklers, hydrants, hose reels, fire pumps, valves, and piping networks.
  • Conduct annual flow tests, hydrostatic pressure tests, and pump performance verification.
  • Checking water storage tanks, strainers, and pressure switches for proper operation.
  • Ensuring all fire protection equipment is clearly marked, accessible, and in good working condition.

5. Emergency & Exit Lighting System Services

  • Testing emergency lighting circuits, battery backup, and illumination levels.
  • Replacement of defective lamps, LEDs, or batteries.
  • Inspection of wiring, fixtures, and mounting points for physical integrity.
  • Ensuring emergency lighting complies with visibility, coverage, and duration standards as per DCD.

6. Compliance & Reporting

  • Issue detailed inspection reports after each maintenance visit, including:
    • Observations and deficiencies
    • Corrective actions taken
    • Recommendations for replacements or upgrades
  • Maintain comprehensive maintenance logbooks for each system.
  • Ensure full compliance with Dubai Civil Defence (DCD) standards, NFPA, and local UAE fire safety codes.
  • Support during DCD inspections or certification audits.

7. 24/7 Emergency Support

  • Provide round-the-clock support for emergency breakdowns, fire alarms, or firefighting equipment failures.
  • Respond to critical faults within agreed SLA (Service Level Agreement).
  • Restore all systems to operational condition on a priority basis.
  • Maintain spare parts inventory for critical components to minimize downtime.

8. AMC / Project Deliverables

  • Routine preventive maintenance as per schedule (monthly, quarterly, semi-annual, annual).
  • Corrective maintenance and emergency repairs as required.
  • Inspection and functional test reports.
  • Recommendations for major repairs or replacements.

Compliance assurance for DCD audits and certification.
