BTU Meter Replacement

Background;
The building already has a 12 year old BTU metering
system installed. A large portion of the meters are not functioning
properly or providing the required meter readings. The objective is to provide
a low cost option to refurbish the existing system and bring it back to full
operation in compliance with the current RSB regulations.
Prior to submitting a proposal, each bidder must survey the
existing system to fully understand the system architecture and associated
networked components. From the survey and soft readings, the bidders must
develop a proposal which will restore the system to full operation with one
year AMC and warranty for any new components fitted as part of the
proposal.
Priority will be given to bidders who
provide a solution retaining as much of the existing components as
possible.
1. Supply and Installation
- Replacement
of defective BTU meters, sensors, batteries or other
networking devices, ensuring compliance with RSB regulations for
accurate energy measurement. The exact number of components to be replaced
will be determined by the bidder following the detailed system survey.
- Ensure
components used meet all current technical guidelines adopted in the UAE.
- The
components installed must be compatible with the existing infrastructure
and software to limit the costs.
- Conduct
proper calibration and commissioning of each new or
repaired meter to ensure confidence and accurate readings.
- Verify
that all sellable Units in the building are fully metered.
- Provide
full commissioning reports recording the location of all new components
installed and the results of tests conducted to verify the proper metering
function.
- Test
the network and replace or repair any faulty cables, connectors, power
supplies or network devices that are faulty.
- Test
the existing pc hardware and software to ensure proper functioning,
correct identification of the metering devices and associated units.
- Submit
test and commissioning reports to the Management for approval.
2. Warranty
- Provide
full warranty support covering parts and labour for one year, for all new
components installed.
3. Annual Maintenance Contract
- Provide
a comprehensive maintenance contract for all serviceable devices connected
to the metering network for one year. Lump sum basis.
- Provide
monthly system inspection and data validation for one year. Lump Sum
basis.
4. Provisional sums
- Provide
an estimate for any contingencies which the bidder wishes to be included
in the proposal as a provisional sum. Provisional sums may only be
expended at the discretion of the Management and will only be used for
scope which could be reasonably foreseen but unquantifiable.
5. Training and Handover
- Allow
for conducting training sessions for facility management
staff on system operation, troubleshooting, and RSB compliance.
- Provide user manuals, calibration certificates, and warranty documents for reference.
If required, vendors must conduct a site survey at their own expense. Any survey costs will not be reimbursed.
Terms & Condition
Payment terms are 30 days after submission of Invoice to accounts@itihad.co.ae (read receipt requested) along with signed work completion or service report and any other documents required by the bank to release funds from RERA regulated escrow account.
The Supplier certifies that to the best of his knowledge and belief no economic, beneficial, or managerial relationship exists between the Supplier and any employee of Itihad Community Management (ICM) or between Supplier and any relative of an employee of ICM or any of its agents, which would tend in any way to influence such employee in performance of his or her duties on behalf of ICM or its agents in connection with the awarding, making, amending, or making a determination concerning performance of its proposal the work or the agreement.
Exchanges or offering of any money, gift item, personal service, entertainment or unusual hospitality by the Supplier to the employees or agents is expressly prohibited. This prohibition is equally applicable to officers, employees, or immediate family members of ICM’s agents. Any violation of this provision constitutes a material breach of ICM’s terms of agreements.
ICM may by written notice to the Supplier disqualify and reject the Supplier’s proposal and terminate the agreement without any liability whatsoever on part of ICM or any of its agents if finding (a) that vendor violated the certification contained in this declaration regarding conflict of interest; or (b) that gratuities were offered or given by the Supplier or any of its employees , agents or representatives, to any officers or employees of ICM or its agents awarding making and/or amending an RFP document or agreement or securing favorable treatment with respect to the performance of such agreement.
Itihad Community Management is not under any obligation to accept the lowest or any proposal.
In the event the Management deems the work unsatisfactory or encounters delays, it reserves the right to impose penalties on the Service Provider or terminate this Work Order with a 3-day prior notice.
