Appointment of Durability / Structural Engineering Consultant
Concrete Slab Crack Repair – Parking Area
1. Objective
To appoint a licensed durability/structural engineering consultant to prepare the complete repair design package, including detailed scope of work, technical specifications, BOQ, drawings, and authority approvals (if required) for the repair of the identified defects.
2. Background
An inspection and report was carried out by F24 Real Estate Consultancy. The attached report highlights several defects not limited to the following;
A continuous crack approximately 53 meters long has been identified.
Location: From Parking Bay 142 to Parking Bay 54. A slight level difference has been observed across the crack line. The crack follows an existing shrinkage strip / construction joint, indicating joint malfunction or slab separation.
Other moisture and dampness issues were identified in the report requiring attention.
A detailed inspection and condition assessment report is already available and is attached.
3. Consultant Scope of Services
3.1 Review of Existing Documentation
Review the provided inspection/assessment report.
Review available structural drawings and as-built documents (if available).
Conduct a site verification visit if required.
3.2 Repair Design & Engineering Proposal
Develop a comprehensive repair methodology addressing crack treatment, joint rectification, differential movement issues, and long-term durability.
Ensure the repair solution addresses structural integrity, load transfer serviceability, and waterproofing requirements.
Confirm whether structural strengthening measures are required.
3.3 Detailed Drawings
Prepare detailed repair drawings including plan layout showing crack treatment zones, cross-sections and repair details, joint reconstruction details if required, and reinforcement/dowel/stitching details if applicable.
Provide material specifications and application details.
3.4 Technical Specifications
Prepare complete technical specifications covering material requirements, surface preparation, installation procedures, quality control measures, testing requirements, and contractor warranty requirements.
3.5 Bill of Quantities (BOQ)
Prepare a detailed BOQ suitable for contractor tendering, including item descriptions, quantities, and measurement methodology.
3.6 Authority Approvals
Prepare and submit required documents and drawings for approval from relevant authorities if applicable.
Address authority comments and revise submissions as required until approval is obtained.
3.7 Tender Support
Provide technical clarifications during the contractor tendering stage.
Respond to contractor queries related to design intent.
4. Deliverables
Repair Design Report.
Detailed Repair Drawings in PDF and AutoCAD format.
Technical Specifications document.
BOQ in Excel format.
Authority approval documentation.
Final approved repair package.
Decennial Liability warranty for structural repairs. Design, materials and workmanship.
5. Consultant Requirements
The consultant must be a licensed durability/structural engineering consultant in the UAE with proven experience in concrete repair, joint failure, slab rehabilitation, and concrete structures.
Terms & Condition
The Supplier certifies that to the best of his knowledge and belief no economic, beneficial, or managerial relationship exists between the Supplier and any employee of Itihad Community Management (ICM) or between Supplier and any relative of an employee of ICM or any of its agents, which would tend in any way to influence such employee in performance of his or her duties on behalf of ICM or its agents in connection with the awarding, making, amending, or making a determination concerning performance of its proposal the work or the agreement.
Exchanges or offering of any money, gift item, personal service, entertainment or unusual hospitality by the Supplier to the employees or agents is expressly prohibited. This prohibition is equally applicable to officers, employees, or immediate family members of ICM’s agents. Any violation of this provision constitutes a material breach of ICM’s terms of agreements.
ICM may by written notice to the Supplier disqualify and reject the Supplier’s proposal and terminate the agreement without any liability whatsoever on part of ICM or any of its agents if finding (a) that vendor violated the certification contained in this declaration regarding conflict of interest; or (b) that gratuities were offered or given by the Supplier or any of its employees , agents or representatives, to any officers or employees of ICM or its agents awarding making and/or amending an RFP document or agreement or securing favorable treatment with respect to the performance of such agreement.
Itihad Community Management is not under any obligation to accept the lowest or any proposal.
The timeline for the elevator modernization work is as follows:
- Manufacturing: 20 weeks
- Shipping: 6 weeks
- Execution: 10 months for all lifts
In the event that the Management determines the work is experiencing delays, it reserves the right to impose penalties on the Service Provider.
