Comprehensive Building Condition Assessment and Handover Technical Audit

Objective
To conduct a comprehensive Building Condition Audit (excluding fire alarm, firefighting, CBS, and voice evacuation systems) in line with the latest RERA requirements, with the primary objective to:
- Identify all building defects and deficiencies
- Establish a clear, measurable, and execution-ready snag list
- Enable HOAM to proceed with rectification works strictly based on the audit findings
Scope of Services
1. Technical Inspection & Assessment
Carry out a detailed inspection of all accessible common areas, systems, and components, including but not limited to:
- Building structure, façade, and waterproofing
- HVAC systems
- Plumbing and drainage systems
- Electrical systems
- Elevators and vertical transportation
- BMS and ELV systems
- Any other building-related services and components
The consultant shall:
- Identify all defects, deficiencies, and performance issues
- Assess severity and urgency of each defect
- Highlight any condition impacting safety, durability, or functionality
2. Exclusions
- Fire Alarm, Fire Fighting, CBS, and Voice Evacuation Systems
3. Snag Identification & Classification
All identified issues shall be:
- Clearly defined and individually listed
- Classified as:
▪ Critical
▪ High
▪ Medium
▪ Low
- Supported with:
▪ Exact location reference
▪ Photographic evidence
▪ Description of defect
▪ Recommended rectification method
4. Mandatory Reporting Requirements
A. Detailed Snag Register (Core Deliverable)
- System-wise segregation (HVAC, Electrical, Civil, Elevators, BMS, etc.)
- Each snag must include:
▪ Unique ID
▪ Description
▪ Location (floor/area)
▪ Photo(s)
▪ Severity level
▪ Recommended rectification
Note:
Rectification works will be executed strictly based on the submitted snag register. Any omissions or unclear items shall not be considered at a later stage.
B. Cost Estimation (Upon HOAM Instruction)
- Estimated cost per snag shall be submitted in a separate document and strictly excluded from the BCA report
- A consolidated summary shall be provided per system and for the overall building
C. Final Report
Submit a clear, structured, and RERA-aligned technical report, including:
▪ Executive summary
▪ System-wise findings
▪ Risk-based prioritization
▪ Consolidated snag register
5. Post-Rectification Verification (Mandatory)
Upon completion of rectification works, the same consultant shall:
- Conduct re-inspection of all identified snags
- Verify closure status
- Submit Post-Rectification Completion Report, including:
▪ Snag-wise closure confirmation
▪ Remarks on incomplete or ongoing works
6. RERA Compliance Requirement
The audit and reporting shall:
- Be in line with latest RERA Law.
- Follow accepted technical audit and documentation practices
- Be suitable for:
▪ Regulatory review
▪ Property Observer verification
▪ Reserve fund justification (if required)
7. Consultant Responsibilities
- Conduct full site inspection prior to submission
- Ensure complete building coverage
- No variation due to incomplete inspection
- Coordinate with HOAM / FM team
- Attend clarification meetings without additional cost
8. Commercial & General Conditions
- No variation will be accepted after submission
- Scope shall be deemed fully understood
- Timeline must be clearly defined
- Submission shall be building-specific
