Conversion of Common-Area Locks to Grand Master Key (GMK) System

SCOPE OF WORK:

Project Objective
Convert all existing lock cylinders on common-area doors to a unified Grand Master Key (GMK) system to enhance security, simplify key management, and maintain compliance with all relevant Dubai regulations.

Survey & Documentation

·       Conduct full site survey of all common-area doors (entrances, service rooms, fire exits, utility rooms, etc.).

·       Record door type, fire rating, existing hardware, and lock type.

·       Identify fire-rated and emergency exit doors requiring Dubai Civil Defence (DCD) approval.

System Design

·       Develop Master Key Plan (GMK, optional sub-MKs).

·       Submit sample cylinder & key for client approval.

·       Recommend restricted/registered key profile for duplication control.

Materials & Standards

·        Supply high-quality Euro/mortise cylinders with anti-snap/anti-drill protection.

·        Fire-rated doors: install DCD-approved fire-rated cylinders and panic hardware.

·        Keys: uniquely serialized, sealed, and registered.

·        Comply with Dubai Building Code (DBC), UAE Fire & Life Safety Code (DCD), Dubai Universal Design Code (for accessibility), and SIRA requirements where applicable.

Installation

·        Remove existing cylinders and install new GMK-compatible cylinders without damaging doors/frames.

·        Ensure single-action escape for all fire/egress doors remains unaffected.

Testing & Commissioning

·        Test each lock with assigned MK(optional) and GMK

·        Verify compliance of fire/egress doors with DCD life safety requirements.

·        Provide corrective actions for any defects.

 

 

Handover Deliverables

·       Master Key Chart (door schedule with cylinder serials & key hierarchy).

·       Manufacturer datasheets & certificates.

·       Fire/panic hardware approvals (where applicable).

·       Warranty documents and key register.

·       Sealed GMK copies (3 only) handed over to client’s authorized custodian.

Acceptance Criteria

·        All locks operate with MK(optional) and GMK smoothly.

·        Fire/egress doors remain compliant with DCD/UAE Fire & Life Safety Code.

·        Client signs off Master Key Chart, documentation, and receipt of sealed GMKs.

Terms & Condition

No Subcontracting: In accordance to Jointly Owned Property Law No.6,2019, Notwithstanding anything in this Agreement, the vendor/contractor may not use any subcontractor to perform any of his obligations under this work order. Unless: 

(a) Vendor has obtained the prior written consent of SAGA to the use of the subcontractor, and 

(b) Vendor has entered into a separate written agreement with the subcontractor which requires the subcontractor to agree to and abide by all the terms and conditions of this Agreement. 

The Community shall be deemed to be a third-party beneficiary of any such agreement between the vendor and a permitted subcontractor. 

Notwithstanding the foregoing, the vendor shall not be relieved of any of its duties or obligations under this Agreement as a result of entering into a written agreement with a permitted subcontractor.

Payment will be done after work completion upon submitting the invoice along with work completion/service reports/warranty certificates.
