Project: Delta T Improvement Study and Consultancy – Royal Oceanic, Dubai Marina

**Client: Royal Oceanic Jointly Owned Property / Asteco

1. Project Background

Royal Oceanic, located in Al Falea Street, Dubai Marina, is facing low chilled water Delta T issues. This has led to inefficient cooling performance and a notice from EMPOWER regarding potential penalties starting August 2025.

The tower is equipped with:
- Siemens Desigo BMS System
- FAHUs, AHUs, and FCUs serving common and residential areas
- Chilled water supply by Empower, with submetering via Aquacool

2. Consultancy Objective

To appoint a qualified MEP or Energy Efficiency Consultant to:
- Analyze the current Delta T issue
- Diagnose technical and operational inefficiencies
- Develop detailed engineering solutions
- Prepare tender documents for implementation
- Provide support through tendering, evaluation, and supervision

3. Scope of Consultant’s Services

Stage 1: Site Assessment & Technical Study

·       - Conduct physical inspection of ETS room, pumps, heat exchangers, valves, controls
- Review as-built drawings, historical data (DEWA, Empower, BMS)
- Study BMS configuration, logic, and Delta T trend history
- Analyze submetering (Aquacool) and identify gaps

Stage 2: Diagnosis & Feasibility Report

·       - Identify root causes (e.g., flow imbalance, coil fouling, faulty valves)
- Assess performance of key HVAC assets
- Submit a technical report with baseline values and ECMs

Stage 3: Design & Tender Documentation

·       - Develop concept design
- Prepare RFP for implementation (BOQ, specs, drawings)
- Define Delta T targets and system requirements

Stage 4: Tendering Support

·       - Assist in issuing RFP to vendors
- Evaluate submissions and submit comparison report
- Support contractor selection

Stage 5: Post-Award Support

- Review submittals and attend site meetings
- Provide commissioning and M&V support

5. Target Timeline

The consultancy engagement should be completed within 6–8 weeks, excluding post-award support.

6. Prequalification Requirements

·       - Experience in Delta T or chilled water optimization in the UAE
- Familiarity with district cooling systems and EMPOWER
- Experience with Siemens BMS / integrators
- Minimum 2 references for similar projects

7. Submission Requirements

·       - Company Profile and Trade License
- Team CVs (Energy Engineers/HVAC specialists)
- Methodology and project approach
- Commercial proposal (separately)
- Sample M&V or Delta T report
