1. Supply and Installation


The contractor shall supply and install access control systems for all specified doors, including all necessary components, wiring, power supplies, conduits, and accessories required for a fully functional system.


2. Access Control Requirements

  • All card readers shall be Mi Fare-compatible, supporting Sector Reading of DesFire Cards.
  • Access control must be integrated with the fire alarm system to ensure that all controlled doors automatically unlock in the event of an emergency.
  • All access-controlled doors must have active door status monitoring to detect:
    • Door left open
    • Door forced open
  • The system must allow central monitoring, reporting, and user management.

3. Warranty Requirements


  • Readers: Minimum 5-year warranty against manufacturer defects.
  • Access Control Boards: Minimum 5-year unconditional warranty, covering manufacturer defects, user faults, and acts of God.
  • Full system installation: Minimum 1-year workmanship warranty after successful commissioning.

5. Integration & Commissioning


  • Integrate access control with the fire alarm system to ensure automatic release of doors in emergency conditions.
  • Configure and test all devices to ensure full functionality and real-time monitoring.
  • Provide system training to facility management staff upon completion.
  • Submit as-built drawings, wiring diagrams, and final test reports.

 

6. Safety & Compliance


  • All works shall comply with local fire and life safety regulations and manufacturer installation guidelines.
  • Proper precautions must be taken during drilling, cabling, and electrical work to avoid damage to existing infrastructure.

 

7. Deliverables


  • Fully operational Access Control System as per specifications.
  • User manual, software licenses, and credentials.
  • Warranty certificates for all supplied equipment.
  • Training session and final handover documentation.
Terms & Condition

No Subcontracting: In accordance to Jointly Owned Property Law No.6,2019, Notwithstanding anything in this Agreement, the vendor/contractor may not use any subcontractor to perform any of his obligations under this work order. Unless: 

(a) Vendor has obtained the prior written consent of SAGA to the use of the subcontractor, and 

(b) Vendor has entered into a separate written agreement with the subcontractor which requires the subcontractor to agree to and abide by all the terms and conditions of this Agreement. 

The Community shall be deemed to be a third-party beneficiary of any such agreement between the vendor and a permitted subcontractor. 

Notwithstanding the foregoing, the vendor shall not be relieved of any of its duties or obligations under this Agreement as a result of entering into a written agreement with a permitted subcontractor.
