1) The “Services” shall include maintenance service for the Equipment where: 
a) Fire Alarm Systems 
i) Inspect the control panel condition for physical damage/indicators, and clean the panels where necessary. 
ii) Check & clear the pre-warnings in the panel. 
iii) Remove the detectors and clean where necessary. 
iv) Randomly test loop detectors, Manual Call Points, sounders, and ensure the proper operation and communication. 
v) Randomly test to verify proper receipt of alarm, supervisory and trouble signals (inputs), and operation of notification appliances and auxiliary functions (outputs). 
vi) Inspect the system components and cabling, joints and terminations (Where visible). 
vii) Simulate fire and fault condition and check the communication to the panel. 
viii) If site condition permit; check the sounder circuit output for general audibility. 
ix) Carry out the required programming of the existing EST3 fire alarm systems. 
x) Check fire alarm Network Continuity and response. 
xi) Test the uninterrupted power supply/charger for both cases by removing (a) mains power (b) Batteries. 
xii) Checking speakers for physical damage (if applicable). 
xiii) Checking speaker module operation and response to main panel (if applicable). 
xiv) Checking interface connection between main panel & Audio Panel (if applicable). 
xv) Checking the voice evacuation system by checking the physical condition of speakers (if applicable). 
xvi) Checking the operation of the Pre-amplifier (if applicable). 
xvii) Checking the operation of Systematic voice alarm message (if applicable). 
b) Portable Extinguishers 
i) Check the extinguishing medium and applied pressure. 
ii) Check extinguisher body for corrosion/physical damage. 
iii) Check extinguisher gauge/cartridge. 
iv) Check the mechanical functions of extinguisher valve/components. 
v) Check to confirm the extinguishers are located in designated place. 
vi) Fit a sticker to all extinguishers indicating the inspection date and provision/comments. 
vii) Assure extinguisher nozzle/horn is tight and the extinguisher is clean. 
c) Hose Reel System: 
i) Inspect over all condition of the reel / cabinet if rusty or damaged, and if the door is not open fully or door glass is broken. 
ii) Make sure no missing devices in the cabinet. 
iii) Lubricate the Hose Reel hinges. 
iv) Inspect the swing mechanism of each hose reel unit and lubricate where necessary. 
v) Run out hose, 
a) Check and lubricate where necessary. 
b) Check for damage or deterioration. 
c) Check nozzle mechanism. 
d) Condition of equipment, i.e., no physical damage or corrosion or leakage. 
vi) Discharge water for pressure rating. 
vii) Check pumps response, i.e. when operated causing pressure drop, pump should start automatically. 
viii) Inspection of valves for proper operation. 
ix) Check fire hose connection for any damages. 
x) Check if the valve handle is missing or damaged. 
xi) Inspect the valve for any leakage and rectify. 
d) Fire Water Pumps 
i) Visual inspection of pump room pipe work, joint and fittings for leakage. 
ii) Check for automatic indication of controller lights. 
iii) Check for corrosion and paint work. 
iv) Exercise electric pump, check start sequence. 
v) Exercise Diesel pump and check: 
vi) Check pump motor set, mounting, bearing and leakage. 
vii) Check the following: 
viii) Check and exercise all valves. 
ix) Reset the activated alarms (if any) on the fire panel and restore the system back to normal. 
e) Automatic Sprinkler System: 
i) Inspect pipe hangers if it is damaged, loose or missing. 
ii) Inspect pipes and fittings to ensure it is free of leak, painted, not rusty, no damages and all are properly aligned. 
iii) Check for any obstruction to spray nozzles and coordinate with client to eliminate if found. 
iv) Check if spare sprinklers and respective zone pipe wrench is available. 
v) Inspect control valves and make sure all are open. 
vi) Quarterly service per system shall include the following: 
a) Inspect the system for any physical damages and external leaks. 
b) Verify all control valves are at correct position. 
c) Release water from the drain valve to check the proper operation of: 
The activation of fire alarm sounder if applicable. 
vii) Observe upstream & downstream pressure and fire pump operation during test. 
viii) Close the drain valve and reset all alarms and ensure the system at normal status. 
ix) Testing the response for Fire Alarm system, in case of operating the valves. 

  a) Start sequence and temperature (where fitted) 
  b) Engine speed (where fitted) 
  c) Shutdown mechanism. 
  d) Check batteries and charger. 
  e) Check fuel level. 
  a) Pressure switches operation/setting. 
  b) Flow switches. 
  c) Pumps run timers. 

2) Level of Service: 
The Services shall be performed in a manner in a best-of-industry practice and in accordance to the requirements of the Dubai Civil Defence, and shall be done in four (4) visits during a single yearly period.

Asset list to be prepared and verified by the service provider at site by visiting the locations and to be included in proposal.

Terms & Condition

No Subcontracting: In accordance to Jointly Owned Property Law No.6,2019, Notwithstanding anything in this Agreement, the vendor/contractor may not use any subcontractor to perform any of his obligations under this work order. Unless: 

(a) Vendor has obtained the prior written consent of Mansions CM to the use of the subcontractor, and 

(b) Vendor has entered into a separate written agreement with the subcontractor which requires the subcontractor to agree to and abide by all the terms and conditions of this Agreement. 

The Community shall be deemed to be a third-party beneficiary of any such agreement between the vendor and a permitted subcontractor. 

Notwithstanding the foregoing, the vendor shall not be relieved of any of its duties or obligations under this Agreement as a result of entering into a written agreement with a permitted subcontractor.

Payment will be done after work completion upon submitting the invoice along with work completion/service reports/warranty certificates.

As per scope standards

As per the rules, all vendors supplying services in the Emirate of Dubai must have trade license issued by relevant authority in the Emirate of Dubai.
